Capt. Joel L. Biliouris, USN (Ret.)

Seekonk – Captain Joel L. Biliouris, Supply Corps, USN (Ret.), 75, passed away unexpectedly on Wednesday, November 27, 2019. He was the beloved husband of Gertrude “Trudy” M. (Bachini) Biliouris. The couple had been married for fifty-four years. Born in Providence, a son of the late Charles “Chick” and Mildred (Sidel) Biliouris, he had resided in Washington, DC and Virginia before settling in Seekonk in 1997. Captain Biliouris graduated from Bryant College in 1973 with a Bachelor of Science Degree in Business Administration. In 1974 he received his commission as an Ensign in the Supply Corps through Officer Candidate School in Newport, Rhode Island. After completing Navy Supply Corps School in Athens, Georgia, Captain Biliouris served as Supply Officer aboard the USS Greenling (SSN 614) from January 1975 to April 1978. Following his sea tour he was assigned as contracting intern at the Naval Supply Center, Charleston, South Carolina from April 1978 to June 1980 and, upon completing the intern program, assigned as Director of Contract Administration. From December 1980 to June 1982 he attended the Naval Postgraduate School, in Monterey, California where he earned his Master’s Degree in Contract Management. He then served as Director of Purchasing and Contracting at the Naval Shipyard Portsmouth, New Hampshire from July 1982 to June 1985. Captain Biliouris served as the Assistant Supply Officer aboard the USS Frank Cable (AS 40) from July 1985 to August 1987. Following his sea tour, he was assigned as the Fleet Support Officer, Naval Submarine Base, New London, Connecticut and Director of Contracting, Supervisor of Shipbuilding, Conversion and Repair, Groton, Connecticut from August 1987 to June 1992. He then served as the Supply Officer aboard the USS Emory Land (AS 39) from June 1992 to June 1994 and Deputy Director, Office of the Assistant Secretary of the Navy (Research Development and Acquisition) Office of Business Management from August 1994 to August 1995, and Director of Contracts Management and Ship Repair, Naval Sea Systems Command, Arlington, Virginia from August 1995 to June 1997. His last tour was as Commander, Defense Contract Management Command, Boston, Massachusetts. He attended Executive Training Programs at the Colgate-Darden, School of Business Administration, University of Virginia and the Amos Tuck School of Business Administration, Dartmouth College and the Executive Program Manager Course, Ft. Belvoir. Captain Biliouris’ military decorations include the Defense Superior Service Medal, the Legion of Merit, the Meritorious Service Medal (two awards), Navy Commendation Medal (three awards), Navy Achievement Medal (three awards) and the Navy Good Conduct with one bronze star. He is also qualified in submarines. He was a member and Deacon at the Woodlawn Baptist Church, Pawtucket, Rhode Island, but most of all, he loved spending time with his family. Besides his wife, he leaves three sons and their spouses, Michael J. and Jennifer Biliouris of Medway, Massachusetts, Matthew J. and Alicia Biliouris of Lorton, Virginia and Milton J. and Monica Biliouris of Canton, Georgia; nine grandchildren, Raven, David, Madison, Michelle, Hunter, Connor, Chase, Hobie and Callen; three great-grandchildren, Mason, Hudson and Emma; a brother, Douglas Biliouris and his wife, Lisa, of West Warwick, Rhode Island and a sister-in-law, Laura Biliouris of Virginia Beach, Virginia. He was the brother of the late Richard Biliouris and Barbara Pouliot. VISITATION to which relatives and friends are invited will begin on Sunday, December 15th at 2 p.m. followed by Services at 4 p.m. at WILLIAM W. TRIPP FUNERAL HOME, 1008 Newport Ave., Pawtucket.
